Competition Sanctioning
Competition sanctioning is a process designed to protect the organisers of competitions, the participants and the various governing rugby bodies.
Below is a summary of the type of competition that needs to be sanctioned, which rugby bodies can sanction competitions and the standards that need to be met.
Competition that must be Sanctioned:
- All competitions in Queensland managed by a QRU Affiliate.
- All competitions in Queensland managed by QJRU Affiliates.
- All tournaments/carnivals managed by affiliated rugby clubs.
- Any competition managed by an external organisation that wishes to source referees, use QRU, Affiliate or rugby club facilities and/or wishes to promote the competition as rugby union.
Governing Bodies Permitted to Sanction Competitions:
- QRU - all QRU Affiliate competitions and competitions managed by external organisations.
- QJRU - all QJRU Affiliate competition
- QRU and QJRU Affiliates - any tournaments/carnivals managed by affiliated rugby clubs. For example, a 7's tournament hosted by Burdekin will require sanctioning from the Townsville and District Rugby Union.
Minimum Standards for Sanctioning:
- Use of QRU Model Competition Rules and Judicial Procedures.
- Competition must comply with IRB Laws of the Game, IRB Regulations and ARU/QRU directives and by-laws.
- External organisations must, at the very least, be incorporated or a member body of a government department.
- Public Liability and Individual insurance protection equivalent to the current ARU Insurance Scheme.
- Overseas and/or interstate teams will have appropriate clearances.
Competition sanctioning will be a two step process. Interested parties are to submit an application form outlining the general characteristics of the event. Assuming initial acceptance from the relevant governing body, this will be followed by the submission of the compliance form and all pertinent documents.
